Billy Garrard, age 88, passed away on Sunday, December 1, 2013 at Thibodaux Regional Hospital. A native of Liberty, Texas and resident of Thibodaux. A veteran of World War II with the United States Navy. He was the last surviving partner of The Hycatector Company, president of Electro-Craft Corporation and Strata-Log Incorporated.
